Ourlads' Profile:
2019 Guide: What Ourlads' Scouting Services said about PENNY HART: Georgia State, 5080 180 4.49. Four year starter from Roswell, Georgia. Burst onto the scene in 2015, winning the Sun Belt Conference Freshman of the Year Award. Despite missing almost all of 2016, Hart left school as the fourth all-time leading receiver in conference history. His future will need to reside in the slot, as his diminutive size and limited speed makes him a tough target outside. He is a developmental receiver at best but does have some interesting characteristics worth working with. Attentive and assertive route runner with good short area burst and easy change of direction. Has a suddenness about him that creates windows and space. Can trick defenders into moving where he wants. Fiery competitor that can out-effort defensive backs for the ball despite a lack of size. Play stronger than he looks. Bottom shelf size and lacks the speed to make up for it. Catch radius puts pressure on the passer to be ultra-accurate. Long speed won’t get behind a secondary. Will be relegated to specific roles and routes. Doesn’t break tackles after the catch. 2018 stats: 49-669, 13.7 ypr, 2 TD, 9-158 PR (1 TD), 15-299 KOR. Not invited to Combine. Seventh round/PFA. (A-31 3/8, H-8 7/8, VJ-DNP, SS-DNP).
